Atherton man gets 25-year jail term for historic child sex offences

Norman Williams (59) from Atherton has been sentenced to 25 years in jail for abusing young children.

He was found guilty by a jury at Bolton Crown Court back in March, of 10 counts of indecent assault, six counts of rape, and one count of assault occasioning actual bodily harm.

Two of the victims were groomed by Williams when they were around 12 years old. He would give the pair items including cigarettes, alcohol and money.

During a four-year period which began in 1998, Williams went on to sexually abuse them at two addresses where he lived in Atherton.

A third victim was also sexually abused by Williams at his home.

Detective constable Chris Waddicar said: “Firstly, I want to thank the victims in this case for coming forward and being courageous enough to allow us to conduct a thorough investigation.

“Williams’ offending was depraved – he picked on vulnerable young children who were unable to defend themselves.

“As an investigation team, we hope this sentencing can give them some reassurance that justice has been served and their perpetrator is locked up behind bars where he can no longer harm vulnerable members of our community.

“I would like to appeal to anyone out there who was a victim of sexual abuse to come forward to us. No matter how long ago it was, we will listen to you and we will help bring your perpetrator to justice.”

Predator who changed name to offend is jailed

Mason Maxwell (34) – previously known as Kane Hutchinson’ – has been jailed for three years after he shared and bragged about his “deplorable illicit sexual endeavours” involving children.
Following an investigation by Stockport Complex Safeguarding Team, it was revealed that the predator, originally from Gateshead, changed his name by deed poll and moved to Greater Manchester to continue offending under the radar.

Maxwell (pictured), of no fixed abode, pleaded guilty to one count of taking an indecent video of a child, three counts of taking indecent images of a child, two counts of making an indecent image of a child, and three counts of distributing an indecent image of a child.

He appeared at Minshull Crown Court where he was sentenced to three years in jail. He has been placed on the sex offenders register for life and is subject to a Sexual Harm Prevention Order for 15 years.

In 2021, following a piece of intelligence from the community, officers investigated Maxwell to identify if any young people had been affected by Maxwell’s alleged offending.

In January 2022, a warrant was executed at Maxwell’s address on Clowes Street in Salford, where several crucial electrical devices were seized.

A full digital examination of the devices revealed indecent images and video of children. He had shared these images and was bragging about his deplorable illicit sexual endeavours to whoever would listen.

Detective constable Ben Swapp said: “Maxwell is a calculated and depraved individual who took extraordinary measures to change his name so that he could continue offending in a new location, preying on vulnerable young people.

“Throughout his interview, Maxwell denied all allegations and had endless excuses for his predatory behaviour. He showed no remorse for his actions, refusing to consider the effect his deplorable behaviour had on the young victims and their families.

“I would encourage anyone who has been affected by this case or believes they have been a victim of sexual abuse, please come forward and report this to us. We have specially trained officers and partners who will support you and ensure you get the help and care you need.”

National award win for pioneering homelessness project Embassy Village

The team behind a pioneering homelessness project in Manchester is gearing up to start on site, buoyed by scooping a national award.

This summer will see long-standing efforts to deliver Embassy Village – a purpose-built community for the city region’s homeless and vulnerable men – finally paying off.

It comes as the pro-bono team walked away with the ‘Social Impact Initiative of the Year’ gong at the national RESI Awards 2024.

The coveted property award was the culmination of years of planning and prep work by the Embassy charity, which is delivering the first-of-its-kind vision in partnership with Peel Waters and Capital&Centric, backed by a city-wide expert team who have given their services for free.

Once complete, Embassy Village will transform the site below 22 railway arches on land which has been provided by Peel Waters. Located adjacent to the Bridgewater Canal and River Irwell, Embassy Village will create a community of 40 new homes with wrap-around support for those who need it most.

Since planning consent, the focus has been on a major fundraising drive to make the project a reality. A £3.5m donation from the Moulding Foundation was further boosted by £250,000 from Garfield Weston Foundation and £100,000 from Benefact Trust.

It means the first phase of the village can now begin. The coming months will see a contractor appointed, who will then mobilise to get work underway on site.

In crowning the project a winner at the RESI awards, judges described it as an innovative idea with commitment from across the industry to address homelessness and empower residents.

Sid Williams of Embassy said: “Once open Embassy Village will provide homes, support and stability for people when they need it most. Our aim is for it to be a community where residents, with support, can re-build their lives and break the cycle of homelessness that people so often get trapped in.

“The national award really belongs to the many organisations and individuals who have tirelessly supported is to get to this point – whether making donations or giving up their time and services. It was the unexpected boost we needed to get us across the starting line.

“We’ve got a brilliant and busy few months ahead as our vision for Embassy Village becomes a reality and people can expect a flurry of activity this summer. We’ll soon be able to confirm the contractor we’ll be partnering with for the build and we are aiming to get going on site this summer.”

With completion slated for 2025, Embassy Village will feature high-quality homes, a village hall and outdoor green spaces, including mini allotments to grow vegetables and a multi-use sports area.

There’s no let-up in fundraising activity however, as inflation and spiralling material costs have put pressure on the project. Embassy is now working with the business community, individuals and the Greater Manchester Mayor’s Charity to secure funds for the long-term village running costs.

Recruitment firm backs Snowdon climb to fund scoliosis treatments

A Manchester recruitment firm has supported a charity climb up Snowdon after being inspired by a young woman who was told she might never walk again.

Niamh Finerty discovered she had scoliosis – a condition that affects the spine – as a teenager.

The City Recruiter’s senior consultant Kyle Wilding joined a group of budding climbers to complete the gruelling endeavour to raise awareness about their friend Niamh’s condition and to generate funds to support those in need of life-changing surgery.

The expedition raised a whopping £3,140 which will also go to The Scoliosis Association.

Niamh has experienced multiple life-threatening surgeries which motivated her to share her story and raise awareness while also encouraging people to regularly check their spines.

She said: “When I was diagnosed with congenital scoliosis, I was told that I could be in a wheelchair and completely paralysed by my late 20s if I didn’t have the operation.

“There was also a chance I could die during the surgery.”

She was then told she needed a second surgery which took nine hours, after which she  had to learn how to walk again.

Niamh added: “It was a difficult thing to process as a child, so I encourage people to regularly check their own spines and most importantly their children’s.

“I’m very proud of myself and the team for helping me with this cause. I want to thank Kyle, The City Recruiter and my family and friends for making this the most beautiful and comfortable experience for me and for being so strong and supportive throughout the whole process.”

Kyle said the cause was also personal for him as his young cousin has idiopathic scoliosis.

He added: “By climbing Snowdon, we wanted to shine a spotlight on the struggles faced by those with scoliosis and raise funds to help them receive the surgical treatment they need.

“It was a challenging climb but knowing that our efforts could make a real difference in someone’s life kept us motivated.”

Manchester eye specialist launches new cataract diagnostic clinics in the community

This July, Optegra Eye Hospital Manchester is launching a series of diagnostic clinics to make it easier for local people to access convenient NHS cataract treatment.

With such high demand for NHS cataract surgery, the Didsbury-based hospital is now launching diagnostic clinics in Oldham, Bolton, Trafford and Stockport – so that local residents can visit their nearest clinic to have their diagnostic tests and ensure they are suitable for surgery.  They then only need to travel to Didsbury for their actual surgery.

The procedure will then take place within the main hospital, while the follow-up consultations will either be at the patient’s regular community optometrist or via Optegra AI.

Christa Gore, optometrist at Optegra Eye Hospital Manchester, will be one of the team running these clinics, and said: “The whole process of cataract surgery is very straight-forward for the patient, and the brief, pain free procedure really can transform vision and quality of life.

“By opening these four new regional diagnostic clinics, we are making the process even easier. On a logistical level, patients can book in at their nearest clinic – which will be in an NHS facility or private GP practice, with the convenience of being close to home.

“At the appointment we will talk through the procedure, answer any questions they have and importantly run some thorough eye tests to check the health of the eye and ensure the patient is suitable for cataract surgery.”

Having launched eight successful NHS cataract hospitals in the past 18 months – from York and Preston to Colchester, Brighton and Maidstone – and four more in the pipeline for 2024, Optegra has been able to support thousands of cataract patients with timely treatment and excellent outcomes.

These new diagnostic clinic locations have been carefully selected in order to provide convenience to as many patients as possible; and have been agreed with the local NHS Integrated Care Boards who see this as a positive step to help treat more patients.

Tributes paid to Sir Howard Bernstein

Tributes have been paid to former chief executive of Manchester City Council, Sir Howard Bernstein.

Sir Howard, who died aged 71 after a period of illness, was best known as one of the chief architects of Manchester’s resurgence over the last four decades and was knighted for his services to Manchester in 2003.

In 1971, Sir Howard began his career at Manchester Town Hall, eventually serving as chief executive of the council for 20 years until his retirement in March 2017. His deep love and passion for Manchester shaped the city we know today, and he remained committed and active in supporting the city up to his passing.

Sir Howard Bernstein was born into a Jewish family in Cheetham Hill in 1953, the older of two brothers. He was married to Lady Vanessa Bernstein, brother to Russell, a loving father to Jonathan and Natalie, and a devoted stepfather to Danielle, Francesca, and Dominique. Sir Howard was also a proud grandfather to seven grandchildren.

Sir Howard is widely recognised as the driving force behind the transformation of modern Manchester. His notable achievements include:

  • Leading the reconstruction of the City Centre after the 1996 terrorist bomb.
  • Spearheading the 2002 Commonwealth Games and associated regeneration and development, including what is now the Etihad Campus and the wider transformation of East Manchester.
  • Overseeing major commercial, transport, and cultural projects such as Spinningfields, the expansion of Metrolink, the Bridgewater Hall, Home, the Manchester Conference Centre, the City Art Gallery, and the Factory, part of the St John’s development.
  • Leading negotiations for the historic devolution deal between Greater Manchester and the government, which included health and social care.

A lifelong supporter of Manchester City FC, Sir Howard served as its Honorary President. The club even named a footway Sir Howard Bernstein Way in 2017. He was also the president of Lancashire Cricket for a decade, and after retiring from public life, he became an Honorary Professor of Politics at the University of Manchester.

Manchester City Council leader, Bev Craig said: “Sir Howard served Manchester with remarkable distinction. He will be remembered as a driving force in the city’s turnaround from post-industrial decline to the growing, confident and forward-looking city we see today.

“He had boundless energy, strategic vision and a passion for Manchester. In 46 years at the Council, serving as chief executive between 1998 and 2017, he played an integral role in the regeneration and economic growth of the city, from the city centre’s resurgence after the 1996 IRA bomb and the 2002 Commonwealth Games and transformation of East Manchester to the creation and extension of Metrolink.

“He was also integral in the establishment of strong working relationships between the 10 Greater Manchester councils, culminating in the establishment of Greater Manchester Combined Authority in 2011 and a series of historic devolution agreements which transferred power and resources away from Westminster and Whitehall to our region.”
