King’s Speech delivers Labour’s plans for planning reform, housebuilding and more

The King’s Speech has laid out the new Labour government’s priorities, following the party’s general election victory.

The speech outlined 39 draft laws that minsters want to pass in the next parliamentary session, after their party’s return to power.

Planning reform, devolution, clean energy and attracting investment topped the list, with reforms to the leasehold system, NHS, police powers and public transport also taking precedent under Sir Keir Starmer’s plans.

Delivery of more housing is to be accelerated and changing existing planning laws – which were major parts of Labour’s campaign – are set to take shape over the coming months.

King Charles said: “My Ministers will get Britain building, including through planning reform, as they seek to accelerate the delivery of high quality infrastructure and housing [Planning and Infrastructure Bill]. They will also pursue sustainable growth by encouraging investment in industry, skills and new technologies.”

Simon Peacock, head of regions at property advisory business, JLL, said: “Changes to the planning system will be the lifeblood of the economic growth the Labour government is targeting, but also crucial to addressing health and wellbeing inequalities the country faces because of housing shortages. That it has been outlined as a priority in this morning’s speech will be welcomed by the property industry and those supporting people in need of housing. Now the impetus is on action.”

Richard Beresford, chief executive of the National Federation of Builders (NFB), said: “It is refreshing to have a government which views its primary role as enabling growth and removing barriers because this ensures business and communities know they can be part of the strategy.

“The continued focus on planning reform should also be applauded because it has been almost a century since any government understood its role in enabling business growth, better places and a healthier, well-functioning society. It does feel as though country is being put before party.”

Adam Sivner, managing director in Houlihan Lokey’s Industrials Group, said: “The UK drastically needs a coherent and long-term focused industrial strategy. The country has a long-standing pedigree in various critical industries and remains a world leader in aerospace and defence, flow control, satellite communications technology, and electronic components, amongst others.

 “Concurrently we are seeing significant investment in digitalisation and skilled labour on a global basis, which is making the UK less attractive to manufacture in. If the UK is to remain as a home to world leading manufacturers, then it will need a detailed investment strategy to help support these businesses in competing on the global stage and ensure they can resist being consolidated by larger acquirers.”

Mancunian Way set to close for annual inspection

The Mancunian Way is due to be temporarily closed this weekend for its annual inspection.
As one of the most well-used stretches of road in the city, the Mancunian Way undergoes regular inspection to ensure it remains safe and fit for purpose for the tens of thousands who use it every day.

Between 5am on Saturday, July 20 and 7pm, Sunday, July 21, the Mancunian Way will be closed in full between Chester Road and Fairfield Street to both allow engineers to carry out the necessary checks, and to guarantee their safety while working.

Diversions will be in place and clearly signposted for motorists during the course of the works. A diversion via Trinity Way will also be in place.

As would be expected, this closure could result in some disruption to motorists as well as busier than usual roads due to diversions.

Councillor Tracey Rawlins said: “As a key transport route for Manchester is it essential that regular inspections are made to ensure its continued safety.

“It is a huge responsibility to maintain this road, and one that the council does not take lightly.

“Although this will cause some disruption and we thank drivers ahead of time for their patience, I am sure people will appreciate the peace of mind gained from knowing the road is safe.”

Chefs work with Oliver Harvey to produce industry first female-designed chefswear range

Leading female chefs have worked with specialist British manufacturer Oliver Harvey to create the UK’s first totally bespoke range of female chef’s whites.

ladies black bib lifestyle 6 e1721213352206The groundbreaking portfolio of jackets, trousers and aprons have been launched after a five-year design and development programme collaborating with chefs and women working throughout the catering and hospitality industries.

User surveys, roundtable discussions, design workshops and wearer trials have fed into Oliver Harvey’s curated custom collection that delivers a true female fit and ensures utmost comfort and performance.

Rick Shonfeld, commercial director of the Dukinfield-based company, (pictured), said: “It was clear from round table discussions with our brilliant female chefs that the industry just hasn’t catered properly for women in the past.

“Aprons were too long and usually incorrectly shaped and fitted, chef jackets were uncomfortable, either being too tight or too baggy and chef trousers were incorrectly shaped and unflattering.

“The overarching complaint was that so many ‘female’ options were just simply reworks of male or unisex products. We passionately felt this had to change and set a goal to bring the first eco-friendly, fully customed-designed ladies’ chefswear range to the UK.”

The pandemic put the brakes on most of this work, but Oliver Harvey put together a team of designers, seamstresses and machinists to work with a group of female chef triallists with wide-ranging body shapes and professional roles.

Over two years the final range designs then went through rigorous inhouse testing and full wearer trials before this summer’s launch.

Triallists praised the flattering yet comfortable fit of the jackets and the lightweight, breathable fabric. The single and double breast designs incorporate female fit elements including side splits and shaped panelling. In addition, underarm Coolmax Mesh panels ensure ventilation to the body in even the most stifling of kitchen environments.

The range also includes stylish, comfortable chefs’ trousers, tailored aprons and bibs and Rick added: “These ladies’ specific garments have been years in the making and we are confident that the increasing numbers of incredibly talented women chefs finally have a range to call their own!”

Ambitious proposals set for future investment in Collyhurst

Emerging proposals that will see the transformation of Collyhurst over the next decade, are being reported to Manchester City Council’s executive committee.

The report sets out key principles for the long-term regeneration ahead of the meeting on July 24.

In summer 2023, the council began initial engagement work with local people to discuss the ambition for future investment in the community following the first phase of building that began at the end of 2022.

This ongoing conversation – including a recent drop-in co-design workshop and consultation event in March this year – will help guide a masterplanning exercise which intends to make Collyhurst a great place to live for existing and new residents.

This includes building more affordable, sustainable homes and creating different types of housing to support residents at different stages in their life.

The neighbourhood investment should include quality green spaces, along with improved walking and cycling routes that take better advantage of the area’s close proximity to the city centre while also improving connections to other local neighbourhoods.

Future education provision is also being considered close to existing schools near Ringstead Drive to ensure there is enough, good quality provision to meet Primary and Secondary school requirements in this part of the city.

More details will be shared with the local community as community engagement is undertaken over the next few months, informing the production of a masterplan that will be subject to public consultation prior to any development taking place.

And there is potential for key investment in a new Metrolink tram stop at Sandhills that could further improve transport links in the area and create a focal point for a new town centre investment opportunity.

Key principles

Putting the community at the heart of developing proposals for their neighbourhood – the Council and FEC will have meaningful and extensive conversations with local people at every stage to develop the Collyhurst Master Plan and future development.

Retaining the existing community – development proposals will take the needs of existing residents into account and provide opportunities for all those who wish to stay in Collyhurst and benefit from the regeneration to do so.

A clear phasing plan for regeneration – the council and FEC will set out a clear plan to Collyhurst residents of when proposals will be brought forward, and when it is likely that phases of development will take place.

Replacement of existing council homes– any existing Council homes that are demolished, will be replaced to enable existing residents to remain in Collyhurst in a home suitable to their housing needs and as a Council tenant.

A single move for any rehousing – if existing residents need to move home to allow re-development, this will be done through a single move to a home suitable for their needs.

Supporting homeowners to stay in owner occupation – support will be provided through the City Council’s Home Improvement and Relocation Assistance Policy to help owner occupiers affected by re-development to stay in owner-occupation and move to appropriate and suitable homes.

More affordable homes for Collyhurst – we will increase the number of affordable homes in Collyhurst, with a mix of homes such as Council homes, affordable rent and affordable sale options.

A growing and sustainable neighbourhood for existing and future residents – a mix of homes of different type, size and tenures is essential to provide housing choice for future generations and to ensure that local services, shops, schools, and community facilities can be sustained.

Phase one – Collyhurst Village and South Collyhurst

The first phase of the Victoria North programme in Collyhurst Village will see 244 new homes, including 100 Council homes for social rent, alongside new public realm and community park, retail and community space. In South Collyhurst there will be a further 30 new Council social rented homes, which are also on site now.

At Collyhurst Village, the first social rent properties are currently being built and they are expected to be completed by the autumn, ready to welcome the first residents.

The first phase of the regeneration of Collyhurst is expected to be fully completed in 2026.

Victoria North

The Collyhurst Village and South Collyhurst sites represent part of the first phase of the Victoria North regeneration programme – one of the largest projects of its kind in the UK and a joint venture project with FEC.

Over the next 10 to 15 years, Victoria North will become a new town with the city where 15,000 new homes will be across 155hectares of brownfield land between Victoria train station and Queen’s Park in north Manchester.

Seven new and emerging neighourhoods will be connected by high quality green spaces and the River Irk will be opened up and celebrated for the first time in decades.

Victoria North is an ambitious example of urban renewal, capable of building new homes at scale to help deliver the homes that Manchester and the wider region needs – and will be fundamental to the Council’s economic and residential growth strategies.

The regeneration programme also provides a unique opportunity to reconnect communities in north Manchester economically through employment and skills initiative that have already begun, as part of the North Manchester Social Value Framework.

 

Detectives appeal following serious assault in Oldham

Police are appealing for witnesses following a serious assault in Oldham.

On Monday at around 4.14am, a man was assaulted by another male outside The Bank pub on Yorkshire Street.

The victim remains in hospital in a critical condition.

Officers are now appealing to anyone who may have witnessed the assault to come forward and assist their investigation.

Detective inspector Andy Day said: “This is a serious incident in which the victim of this assault remains in a critical condition in hospital.

“We are now appealing for people to come forward and help our investigation – no piece of information is too small.

“Anyone with information, CCTV or dashcam footage can contact police on 0161 856 8962, quoting the log number 1424 of 15/07/24.

“Alternatively contact Crimestoppers anonymously on 0800 555 111.”

Gareth Southgate resigns: What next for England?

Gareth Southgate has announced his decision to step down from his role as England manager following Sunday’s Euro 2024 final defeat.

Southgate’s near eight-year spell in charge of the Three Lions ended with a late 2-1 defeat to Spain in Berlin in what was their second successive European Championship final appearance under the 53-year-old.

His tenure also includes reaching the World Cup semi-finals in 2018 and quarter-finals in 2022, with the former Three Lions defender credited with dramatically changing the fortunes of the national team despite being unable to end 58 years of hurt.

The contenders to replace Southgate

Though tributes for Southgate from players, pundits and even the Royal Family are still pouring in, talk has quickly turned to who will succeed him in the hotseat.

The FA are tasked with finding the right man for the role Southgate held for nearly eight years, with just under eight weeks until the Three Lions kick off their Nations League campaign against Republic of Ireland on September 7.

Reports suggest the FA will, however, not rush into a new appointment, with an interim solution in place if a successor in time for their double-header with the Irish.

Graham Potter and Eddie Howe have emerged as the immediate frontrunners for the role, with the FA expected to hire another English boss.

That has also led to England Under-21s boss Lee Carsley’s name to be mentioned after leading the Young Lions to European glory last summer. The former Everton midfielder also looks to be the natural choice as interim if required.

But that has not stopped a host of exciting foreign coaches to emerge, with both Jurgen Klopp, Mauricio Pochettino and Thomas Tuchel tipped as potential options.

Klopp appears unlikely option due to his plans to take a sabbatical after leaving Liverpool this summer.

Meanwhile, it is unclear whether Pochettino or Tuchel would move into international manager after departing respective roles with Chelsea and Bayern Munich in 2024.

Newcastle will ‘fight’ to keep Howe

The FA’s search has already been hit with it’s first stumbling block, with Newcastle quick to reveal their intentions to do everything they can to keep hold of Howe.

Multiple reports suggest the 46-year-old is on the FA’s list of successors after emerging as one of the brightest English coaches currently operating at the top level.

He has impressed on Tyneside since his appointment in 2021, guiding the Magpies into the Champions League in his first full season in charge before guiding them to seventh last term.

Newcastle CEO Darren Eales offered a robust reply when asked if the Toon would “fight” to keep hold of their man.

“Yes, absolutely,” he said in a video posted on Newcastle’s X account.

“I don’t want to speak on hypotheticals so let me just step back and say, going into a new season, for us as a club Eddie has done a brilliant job.

“I wasn’t here at the start but when you look at it from the outside in terms of where the club was, to take a club that was in the position, 19th to eleventh at the end of that season and then to kick on into a Champions League spot the following season is phenomenal.

“For us, he is exactly the right man for the project we are on at Newcastle and that is why we are committed to a long term deal with him. That’s why we think he’s the right man for Newcastle. We love him.”

Manchester wins big at Green Flag Awards

Four cemeteries and two parks in Manchester have retained their green flag status and another cemetery has been awarded this accolade for the first time.
For many, cemeteries are both a place of peaceful contemplation and remembrance but also a valued green space found in amongst our urban communities.

The Bereavement Services Team for Manchester City Council work year round to ensure that these spaces are the best that they can be, with these Green Flag Awards testament to that hard work.

Manchester General Cemetery, in Harpurhey, has been awarded a Green Flag this year – the first in its history.

No longer a working cemetery, Harpurhey Cemetery had over time succumbed to anti-social behaviour and littering, sadly diminishing its overall amenity. However, through the hard work of the Philips Park Cemetery team, improvements have made been across the board in Harpurhey which has resulted in this historic first Green Flag award.

The Manchester cemeteries which have retained their existing Green Flag status are Blackley, Gorton, Philips Park and the Southern Cemetery.

There were also celebrations for the city’s parks, with Heaton Park and Wythenshawe Park – two of the city’s most beloved green spaces – have retained their green flag status as well.

Mayfield Park, another significant public space in Manchester has also been awarded a Green Flag for the first time.

Councillor Lee-Ann Igbon said: “The Green Flag programme is a benchmark for excellent across our parks and cemeteries and I’m incredibly proud to see that five cemeteries and two parks have been recognised this year.

“I am especially proud of Manchester General Cemetery in Harpurhey given the incredible effort and care put into it by my colleagues to bring it up to Green Flag status.

“Not only is this about caring and tending to an environment which allows people to remember and reflect, but also to experience and enjoy nature within our communities.”

Scare City returns to the abandoned Camelot theme park

North West horror event, Scare City,  has announced it’s return for the fifth year to the abandoned Camelot Theme Park.

This year’s event is set to feature a selection of terrifying zones including the Slaughter House, where Camelot’s resident cannibal lives, who has set the date for his annual dinner party.

A number of familiar faces will be making an appearance with the return of Carni Valley set in the darkened depths of the huge abandoned theme park and the launch of new zone ‘Arakhne’, a horrifying spider experience where visitors will enter the spider queen’s web of fear with her cluster of sinister spiders.

With zones being announced on social media over the course of the next six weeks, attendees will get a glimpse of what they can expect from the fifth year of the event.

With cannibal butchers, cults, and a serial killer’s dumping ground, visitors will experience spine-chilling spectres and pure, unadulterated terror.

Visitors will find a feast of food and beverage vendors at the halfway mark, known as ‘Resurrection Zone’ – giving thrill seekers a chance to fuel up for the second half of the harrowing Halloween spectacular.

The event launches on September 26, and runs until the middle of November. Tickets are now on sale and can be purchased here.
