Government contracts: A strategic gateway to business expansion

The UK government contract market remains to be big business, with public sector procurement reaching over £393 million in 2022/23. Of this spending, there is a fairly even distribution across education, social protection, economic affairs, public order and safety, defence, and general public services. Are government contracts only suitable for corporations and large businesses?

In recent years, there have been some efforts to make public procurement more accessible to small and medium-sized businesses (SMEs). The Procurement Act 2023, which is coming into force next October this year, is further streamlining the process to give SMEs more opportunities to compete fairly. 

By speeding the process up and making it simpler, smaller firms can have the means to bid. For example, the act means that proof of insurance is going to be required after winning a big, as opposed to during a bid, meaning SMEs needn’t sink as much time and money into a bid of which the outcome is uncertain.

The Act also helps by focusing on value for money, which can be something that SMEs employ in their bidding strategy. However, the most direct way it helps is by emphasising the importance of SMEs for the British economy and stating that smaller, more tailored contract lots be created, as well as making the tenders and contracts more visible.

Ultimately, the government has made it clear that it wants to increase the involvement of SMEs. SMEs won £21 billion worth of bids in 2022, which was a record amount and equated to £3,800 per small business in the UK. Local government has been more successful in engaging SMEs, and there has been another breakthrough policy to benefit SMEs: Prompt payment. This ensures suppliers are paid within 30 days, something that didn’t exist before and was a big concern for SMEs, who tend to suffer from cash flow difficulties.

Types of contracts

While the industries that public sector contracts cover vary broadly, so do the contract types. The four main types to be aware of are:

  • Fixed-price contracts: These set a specific price for the work regardless of the actual costs incurred along the way
  • Cost-reimbursement contracts: This is where the government pays for all allowable expenses plus a fee
  • Time-and-materials contracts: Payment is made on an hourly bases with a given labor rate, as well as material costs
  • Indefinite delivery/indefinite quantity (IDIQ): These allow for unspecified quality of suppliers/services during a given period.
  • Management consultancy: these involve giving strategic advice and expertise to certain departments in the government. This may be within business development, but it could also be IT consultancy.
  • Research and development consultancy: these contracts are centered around innovative projects to help either inform government policy or develop new solutions. 

One example here is the recent NHS contract of £500 million, which comes in the form of a framework agreement for the supply of medical equipment. This type of contract allows multiple suppliers to be selected, giving flexibility to NHS trusts.

For technology, the Home Office issued a £100 million contract for cloud migration and support services. This shows that the government is interested in digital transformation, but cannot do it in-house.

These aren’t only large firms winning contracts. Elemental Energy, 6point6, and Learning Pool are three companies that continue to win countless government contracts, all of which have under 500 employees.

Free government tenders search

Tender searches are at the crux of businesses securing government contracts. By actively seeking them out (not passively), companies have the chance to stay ahead of their competition and position themselves as frontrunners. Government contracting is becoming faster-paced since its digitisation, and so the growing market requires firms to take searches seriously as it allows more time for preparation and research to create a compelling bid.

  • Public Contracts Scotland: For opportunities specific to Scottish public bodies.

While the official Contracts Finder page does have the full listings, it’s somewhat rudimentary and it’s what your competitors may well be using. Winning a government contract requires a strategic and measured approach. Below are three tips.

Understanding the evaluation criteria

Before writing your bid, it’s important to thoroughly review the tender document to fully understand how it will be scored. Most UK contracts are awarded based on the Most Economically Advantageous Tender (MEAT) principle. It considers both cost and quality together, which is known as value. Focusing on value by understanding the criterion can help you provide more purposeful and compelling evidence of your capabilities.

Leverage competitive intelligence

Strategic planning is crucial to outmaneuvering competitors and boosting your bid success rate. By using tools like IntelApp’s competitive intelligence, which analyses past contract awards and price trends, you can focus on identifying your competitors’ strengths and weaknesses and how to exploit them.

Demonstrate value for money

As mentioned, the government is increasingly focused on value for money – so don’t just use a low-cost strategy. Around 10% of marks in most contracts are now based on social value factors too (i.e. creating local jobs or reducing environmental impact), so this needs attention too.

Provide evidence

Back up the claims you make. This may be with a recent case study, statistical data showing recent performance (even better if it’s on previous contracts), testimonials from clients, and CVs of key team members. Don’t be verbose or long-winded when presenting this evidence, as it needs to be digested easily.

Winning contract bids is a tricky business, but it’s becoming increasingly achievable for SMEs thanks to a pivot in policy, lowering the time and costs of applications, and an explicit target to involve more SMEs.

Olympic champion Keely Hodgkinson to miss rest of season with injury

Olympic champion Keely Hodgkinson will miss the rest of the 2024 athletics season because of injury.

The 22-year-old, who stormed to gold in the 800m final at the Paris Games, had been set to compete in the Diamond League in Brussells in September.

Hodgkinson won all of her eight races in 2024, capped off by her spectacular triumph in the French capital earlier this month.

“No more races for me,” she posted on Instagram.

“Unfortunately I picked up a small injury, but we achieved everything I had hope to do this year, thank you for all the love and support.

“See you on the track next year.”

Hodgkinson defended her European title earlier this year and broke her own national record by running one minute 54.61 seconds at the London Diamond League in July.

She has set her sights on breaking the 800m world record next year, a time of 1:53.28 which has stood for more than four decades.

Czech athlete Jarmila Kratochvilova ran that time at Munich’s Olympic Stadium in July 1983 and is yet to be beaten.

Hodgkinson said previously: “I think that record has stood for so long. It’s been a long time since anyone has hit [one minute] 53 seconds, so I’d love to do that. I think I can. I now believe I can do that.”

She will also compete for her first World Championship title in Tokyo in 2025.

Four jailed for Piccadilly Gardens disorder

Four people received custodial sentences at Manchester Crown Court on Friday, for violent disorder.

They all pleaded guilty for their part in the outbreak that took place on Saturday, August 3.

Anthony Livesey (24) of Moorfield Avenue, Denton, has been sentenced to three years and two months.

Colin Demulder (36) of Altrincham Road, Manchester, has been sentenced to two years and eight months.

Kane Kelly (24) of Woodford Road, Failsworth, has been sentenced to two years and five months.

Daniel Hanslip (33) of Central Avenue, Shipley, Bradford, has been sentenced to two years and two months.

“Such behaviour will not be tolerated”

Detective inspector Andrew Naismith said: “We’re continuing to bring people to justice and so far across several operations has led to 108 suspects being identified, with 82 of those being charged and as the days pass more will start to be convicted for their actions.

“We are still maintaining patrols in key areas to ensure we can respond quickly to any ongoing disorder that may arise and would like to thank the public for their continued support and co-operation as we conduct further enquiries.

“I would like to thank the public for their support on our appeals – we have been able to take action on the back of your help.

“If you were involved in violent disorder expect a knock on the door if you haven’t already. Justice will be served against those who took part in mindless acts of violence across Greater Manchester.

“These sentences serve as a reminder that such behaviour will not be tolerated in our communities.”

Manchester Central Library launches free self-guided audio tour

As part of its 90th anniversary celebrations, Manchester Central Library has launched a free self-guided audio tour.

The audio tour invites members of the public to journey across every floor of the library and discover secrets from its 90 year history, as well as its vibrant present use.

The tour features 12 staff from the library narrating information, past and present, about different aspects of the library.

Seventeen locations are denoted with an orange “bus stop” forming a trail around all floors and all corners of the library.

Each location has a QR code that enables visitors to scan with their phone and hear expert staff unlock history facts and more about each significant location in a short audio clip.

Councillor John Hacking said: “Central Library has a rich history, past and present, and this audio tour is full of fascinating and interesting information. It will be of interest to visitors as well regular library goers who will be treated to nuggets of details on the library’s past.

England make strong start to life under Pope as Sri Lanka bowled out for 236 on first day

England bowled out Sri Lanka for 236 as they made a strong start to life under Ollie Pope’s temporary captaincy on the first day of the first Test at Old Trafford.

Chris Woakes and Shoaib Bashir took three wickets apiece before a late fightback from Sri Lanka’s lower order saw them reach 236.

Woakes (3-32), Bashir (3-55), and Gus Atkinson (2-48) made key breakthroughs early on as Sri Lanka collapsed to 92-6 after choosing to bat.

The visitors were unable to cope with the quality in England’s attack, led by Pope who continued the philosophy championed by the injured Stokes.

Youth and experienced combined late on to salvage Sri Lanka’s tally, with captain Dhananjaya de Silva hitting 76 runs from 84 deliveries.

Meanwhile, the youhtful Milan Rathnayake (72) enjoyed an eye-catching debut to help bring his side back into the contest.

England faced spin when they got their innings underway for just four overs before bad light forced an end to proceedings, closing the day on 22-0 and in a comfortable position.

Batter Woakes told Sky Sports: “I think it’s a good day. When you bowl on day one on a Test surface like that, to be batting at the end of the day I think you’re really happy.

“It would have been nice to bowl them out earlier than what they got, but with the bad light we couldn’t bring our quick guys on to mop up the tail.

“We wanted to stay out there and feel we could bowl them out.

“Thankfully we did in the end. It could have been for 30 less than they got, but still really happy.”

Graham Thorpe: England vs Sri Lanka honour planned as Root pays tribute

England will pay tribute to Graham Thorpe and wear black armbands in the legendary batter’s honour during the start of their Test series against Sri Lanka, captain Ollie Pope has said.

Thorpe took his own life on August 4. The 55-year-old’s widow, Amanda, said he had been suffering “major depression and anxiety”.

“He’s such a sad loss to everyone: to the country, his family and the boys as well,” said Pope, who is standing in for the injured Ben Stokes. “He’s missed, and we’ll honour him this week.”

Graham Thorpe death: England tribute

A formidable left-hander who played in 100 Tests and 82 one-day internationals for his country between 1993 and 2005, Thorpe’s 6,744 Test runs for England featured 16 centuries.

He later took up coaching roles with New South Wales, Surrey and, between 2010 and 2022, England, working with most of the squad involved in the Sri Lanka series, which starts on Wednesday.

The teams will line up to applaud before the match begins, accompanied by a tribute video on the screens at Old Trafford.

“I remember him saying one thing to me, which was: ‘Never let the runs you’re scoring define you as a person’,” recalled Pope.

“In a bit of a rut when you’re young, that was exactly what I needed to hear. It shows, for me, what a people’s person he was. He was loved in the changing room.”

Root ‘grateful’ to Thorpe

Teammate Joe Root said Thorpe had significantly influenced “so many” of England’s current team and played a “huge role” in Stokes’ development as a youngster.

“We’re all very grateful for all that he did for us – not just as a coach, player and inspirational person to look up to, but the man he was in the dressing room as well,” Root told Sky Sports.

“He was someone who could always change the mood if things were quite tough. He had a great sense of humour and could make difficult situations seem a lot easier.

“He was always great fun to be around, whether it was in training or away from the game. That’s something I’m really going to miss.”
