Former PM David Cameron makes surprise government comeback

In a surprising move, former prime minister David Cameron has made a comeback to the UK government as the foreign secretary.

The move follows the sacking of home secretary Suella Braverman earlier today, with James Cleverly now assuming her position.

This unexpected return is part of a reshuffle by prime minister Rishi Sunak, who appears to be seeing to boost his political standing.

Cameron has accepted a peerage to rejoin the government. He expressed the importance of standing by allies and addressing global challenges on X (formerly known as Twitter).

International challenges

He said: “We are facing a daunting set of international challenges, including the war in Ukraine and the crisis in the Middle East. At this time of profound global change, it has rarely been more important for this country to stand by our allies, strengthen our partnerships and make sure our voice is heard.

“While I have been out of front-line politics for the last seven years, I hope that my experience – as Conservative Leader for eleven years and Prime Minister for six – will assist me in helping the Prime Minister to meet these vital challenges.”

Sunak’s choice to reintroduce Cameron is expected to appease moderates within the Conservative party who have expressed concern over Braverman’s right-wing stance on issues like immigration, policing, and homelessness.

Pat McFadden MP, Labour’s national campaign coordinator, said: “A few weeks ago Rishi Sunak said David Cameron was part of a failed status quo, now he’s bringing him back as his life raft.

“This puts to bed the prime minister’s laughable claim to offer change from 13 years of Tory failure.”

Cabinet reshuffle

On the announcement of his new position, new home secretary James Cleverly said: “In that time I’ve worked very closely with the home office cracking down on illegal migration and reducing the number of small boat arrivals.

“Now as home secretary I’m absolutely committed to stopping small boats as promised and making sure everyone in the UK feels safe and secure going about their daily basis. It’s a fantastic job.”

Minister Jesse Norman has quit his role in the Department for Transport. He says he gave notice to the government whips “several months ago”.

Will Quince has also resigned from the Department of Health and Social Care.

Schools minister Nick Gibb says he will resign and step down as an MP at the next election.

Royal Mail fined £5.6 million for failing to deliver

Ofcom has fined Royal Mail £5.6 million today for its failure to meet delivery targets in the 2022/23 financial year.

Annual requirements stipulate that Royal Mail must achieve:

  • 93% on-time delivery rate for first class mail within one working day
  • 98.5% on-time delivery rate for second class mail within three working days
  • Complete 99.9% of delivery routes each day.

In the reported performance results for 2022/23, Royal Mail fell short, delivering only 73.7% of first class mail on time and 90.7% of second class mail on time.

The completion rate for daily delivery routes stood at 89.4%, failing to meet the specified targets even after adjustments for industrial action, extreme weather, and the Stansted runway closure.

“Exceptional circumstances” considered

Despite the consideration of exceptional circumstances, including industrial action and weather-related challenges, Royal Mail’s adjusted performance for first and second class mail remained at only 82% and 95.5%, respectively.

This significant and unexplained deviation from targets resulted in substantial harm to customers, with Royal Mail found to have inadequately addressed the issue.

Consequently, Ofcom has levied a fine of £5,600,000 on Royal Mail, reflecting a 30% reduction due to the company’s admission of liability and agreement to settle the case.

The financial penalty must be paid to HM Treasury within two months.

Ofcom’s director of enforcement, Ian Strawhorne, emphasised the gravity of Royal Mail’s responsibility in people’s lives and the need for reliability and consistency.

Despite acknowledging the pandemic’s impact on previous operations, Ofcom warned that Royal Mail could no longer use it as an excuse and stressed the importance of improved service levels.

During the investigation, Ofcom also examined concerns about the prioritisation of parcels and letters for delivery.

Contingency plans

While there was no evidence of senior management directing prioritisation outside recognised contingency plans, there were worries about insufficient control and oversight at certain delivery offices.

High absence and vacancies led to on-the-day decisions by customer operations managers, impacting service levels.

Ofcom called for Royal Mail to ensure proper training for customer operations managers, closely monitoring the company’s performance and efforts to return delivery offices to pre-Covid practices amid ongoing challenges.

Congregations throughout Greater Manchester have taken place to honour the nation’s war heroes.

Over in Rochdale town centre, Castleton, Heywood, Littleborough, Middleton, Norden, Milnrow, and Wardle, representatives from the Navy, Army, and Royal Air Force joined forces with veterans and civic dignitaries for parades and commemorative services.

Residents gathered at memorials, observing a moment of silence as the haunting notes of the Last Post resonated at each service.

Each ceremony featured the recitation of Laurence Binyon’s poignant 1914 poem, “For the Fallen”: “They shall grow not old as we that are left grow old; Age shall not weary them, nor the years condemn; at the going down of the sun and in the morning; we will remember them.”

The Armed Forces community, MPs, the mayor of Rochdale, councillors, faith leaders, local schools, and the general public also laid wreaths and paid respects. Moving readings of The Kohima Epitaph accompanied these gestures: “When you go home, tell them of us and say, for your tomorrow, we gave our today.”

Armistice Day services on Saturday, November 11, took place at Rochdale Cenotaph and other locations across the borough, drawing people who wished to express their respect for those who made the ultimate sacrifice.

Councillor Janet Emsley said: “It was a day when the community united in its remembrance, as residents of all ages came together to pay their respects to those who lost their lives defending the values, liberty, and freedom we cherish so much and, all too often, take for granted.

“The service was an opportunity to pause, reflect and remember those who made the ultimate sacrifice. We are so proud of our Armed Forces community, past and present, and the day was about honoring the service and sacrifice of thousands of men and women from our borough. Lest we forget.”

Mayor of Rochdale Mike Holly said: “Remembrance Sunday is always a moving and reflective day, as we pay tribute to the fallen and honor the service of thousands of men and women from across the borough. Without the selfless dedication and sacrifices of our Armed Forces personnel, the values and liberty we value so much would have been lost. We never forget. We will remember them.”

In 2012, the council endorsed an Armed Forces Community Covenant, encouraging communities to support services facilitating the reintegration of armed forces personnel into civilian life. Suella Braverman sacked from home secretary role

Suella Braverman has been dismissed from her position as home secretary.

Rishi Sunak faced mounting pressure following accusations that Ms Braverman exacerbated tensions leading up to Armistice Day protests, prompting calls for the prime minister to remove her.

A source from No 10 Downing Street stated that Mr Sunak “requested Suella Braverman to depart from the government, and she has agreed.”

The Conservatives announced that Mr Sunak is undertaking a broader reshuffle to “strengthen his team in the government for making enduring decisions towards a more optimistic future.”

Criticism

Ms. Braverman faced heightened scrutiny after penning an unauthorised article in the Times, published on Thursday. In the article, she criticised what she termed as ‘pro-Palestinian mobs’ and censured the Metropolitan Police for a perceived ‘double standard’ in handling protests.

Following her dismissal, Braverman said: “It has been the greatest privilege of my life to serve as home secretary. I will have more to say in due course.”

Former prime minister David Cameron has been seen entering No 10 this morning, as he has made a surprise return in his new role as foreign secretary.

Existing foreign secretary, James Cleverly has been appointed the new home secretary.

Jeremy Hunt will remain as chancellor.
